Intellectual and Developmental Disability Services (IDD)

Paul J. Cooper Residential Services provides homes and supportive services to individuals with developmental disabilities who need 24-hour, direct care support.

Our work is a collaborative partnership with individuals and their families. Our overall goal is to empower individuals to reach their fullest potential. We seek to increase integration into the community, facilitate the use of community resources, and develop opportunities for competitive employment through job training and behavioral management.

Licensed by the State of New York Office of People with Developmental Disabilities (OPWDD), Paul J. Cooper Center for Human Services operates the following:

  • Individualized Residential Alternatives (IRA)

  • Intermediate Care Facilities (ICF)

  • Community Habilitation Programs (CHP).

Individual Residential Alternative Services (IRA)

An Individual Residential Alternative (IRA) is a certified residence under the auspices of OPWDD and are operated in conjunction with Paul J. Cooper.

  • Semi-independent Living
    24 hour, 7 days a week supervised residences.


Residents are actively involved in the community through employment, volunteering, attending day programs, and vocational training. The comprehensive range of the services we offer is tailored to enable each unique resident to reach their true potential.

Intermediate Care Facilities Services (ICF)

Intermediate care facility (ICF) is a facility that provides 24-hour personal care, habilitation, developmental and supportive health services.

  • 24/7 staffing oversight

  • Medical Assistance
    Certified AMAP Coordinators and Nurse Practitioners provide medical oversight for our individuals ensuring they receive quality medical services including; routine primary care appointments, medication distribution, medical specialist referrals, and more.

  • Community Inclusion
    Daily vocational activities that meet each individual’s interests.

  • Meal Preparation
    Each individual receives a personalized dietary meal plan from a certified Nutritionist to meet their health needs.

This care is for developmentally disabled clients whose primary need is developmental services. This is also ideal for those who have recurring, but intermittent need for skilled nursing services.

Community Habilitation Program (CHP)

A Community Habilitation Program (CHP) offers supportive services to intellectually disabled Individuals who reside at home to promote independence and self-sufficiency.

  • Medical Oversight Assistance

  • Community Inclusion
    Daily vocational activities that meet each individual’s interests.

  • Socialization and Integration
